OVHcloud isn't a theoretical sovereign-cloud option. It's a real, currently priced H100 provider: EUR 2.80/hr for a single H100 PCIe GPU, listed today on its own pricing engine. That puts a European incumbent with two decades of data center history directly in the same conversation as Scaleway, Nebius, and the neoclouds most GPU cloud buyers already compare.

The harder question is what OVHcloud's sovereignty pitch actually covers once you look past the marketing page. OVHcloud is genuinely non-US-incorporated, and it just landed a EUR 180 million EU Commission sovereign-cloud contract. But its SecNumCloud qualification, the credential French public-sector buyers actually require, doesn't currently extend to the GPU instances you'd rent for H100 or A100 workloads. This post prices the hardware, scopes the compliance claim honestly, and compares both against Spheron's live rates.

We pulled OVHcloud's numbers from its own pricing engine and independent trackers, and pulled Spheron's numbers live from our current GPU pricing API on 27 July 2026. Every figure below is dated and sourced.

OVHcloud GPU Pricing 2026: H100, A100, and L40S Rates

OVHcloud sells H100 capacity in three node sizes out of a single region, all priced per GPU with no visible bulk discount. That's a simpler catalog than most neoclouds, and also a flatter one.

H100 Instance Configs (H100-380/760/1520) and Per-GPU Cost

OVHcloud's H100 lineup runs on H100 PCIe GPUs (80GB) in its Gravelines, France region (listed as eu-west-gra), per OVHcloud's own pricing engine:

The base rate is EUR 2.80/hr for H100-380, confirmed on OVHcloud's pricing engine. Independent tracker SpareCores converts that to $3.1856/hr at its capture rate, while GPU Tracker lists it closer to $2.99/hr. The gap is exchange-rate and capture-date noise, not a pricing discrepancy, so treat $2.99-3.19/hr per GPU as the working range.

What matters more than the exact dollar figure is the shape of the curve: per GPU Tracker, H100-760 (2x) and H100-1520 (4x) both hold at roughly $2.99/GPU-hr, essentially the same rate as the single-GPU config. That's flat pricing, not a bulk discount. Scaleway's H100 SXM lineup, by contrast, actually gets about 4% cheaper per GPU as you scale from a 2-GPU to an 8-GPU node, as we cover in our Scaleway H100 pricing breakdown. If your buying strategy leans on volume discounts, that's a real difference between the two providers, not a rounding artifact.

All newer GPU-generation instances, H100, A100, and L40S, run in the same Gravelines region on OVHcloud's public cloud GPU platform, per OVHcloud's GPU catalog. There's no multi-region choice for these SKUs the way there is with a hyperscaler.

A100 and L40S Pricing for Context

OVHcloud's A100 (80GB) lineup follows the same flat-per-GPU pattern as its H100 tier, per GPU Tracker:

L40S runs about $1.69/hr on a single GPU, per the same tracker. That puts A100 on OVHcloud priced above H100, an inversion of the usual hardware hierarchy that's worth double-checking directly with OVHcloud before budgeting, since list prices on public cloud engines shift without much notice.

The Sovereign AI Pitch: What OVHcloud's SecNumCloud and EU Status Actually Cover

OVHcloud markets itself hard on sovereign AI, and Octave Klaba, who resumed the CEO role in 2025, has made the pitch personal. Speaking at the opening of Nexus Luxembourg, he defined sovereign AI as "the ability to innovate, deploy and scale up artificial intelligence whilst retaining control over data, infrastructure and strategic choices," per paperJam's coverage. That's a clean definition. Whether it applies to the specific H100 instance you'd rent is a separate question, and the answer is more nuanced than the marketing copy suggests.

SecNumCloud Qualification: Which OVHcloud Products Are Actually Qualified (GPU Instances Are Not)

SecNumCloud is ANSSI's cloud security qualification, France's national cybersecurity agency, and it's the credential French public administrations have been required to use for sensitive workloads since the 2023 "Cloud at Center" doctrine, per Legiscope's breakdown of the certification. Version 3.2 of the standard imposes more than 360 compliance criteria across 14 themes, covering technical, organizational, operational, and legal security dimensions, per the same source.

OVHcloud does hold SecNumCloud qualifications, but they're scoped to specific products, not the whole platform. Per OVHcloud's own compliance page, the qualified offerings are VMware on OVHcloud, SAP HANA on Private Cloud, Bare Metal Pod, and the SNC Cloud Platform. Public Cloud GPU instances, the H100-380/760/1520 and A100-180/360/720 SKUs priced above, are not on that list.

That distinction matters for anyone reading the sovereignty pitch and assuming it covers whatever they rent. If a workload specifically requires a SecNumCloud-qualified environment, the GPU rental instance covered in this post isn't it today. A team with that requirement would need to look at OVHcloud's Bare Metal Pod or SNC Cloud Platform instead, and verify current GPU support on those SKUs directly with OVHcloud, since qualified-product scope changes over time. CLOUD Act Exposure and French/EU Incorporation

Separate from SecNumCloud, OVHcloud's corporate structure gives it a real, if narrower, sovereignty claim. Per OVHcloud's own post on the CLOUD Act, its EU commercial entities operate under exclusive EU member-state jurisdiction, controlled by OVH Groupe under French law, with no dependency links to entities subject to non-EU jurisdictions. OVHcloud states it "systematically opposes" non-EU authority requests for EU-hosted customer data unless they arrive through a recognized channel such as a mutual legal assistance treaty.

That's a structural difference from AWS, Azure, and GCP EU regions, all of which remain US-incorporated entities regardless of where the underlying servers sit, a distinction we detail in our Europe GPU cloud guide. OVHcloud reinforced its non-US identity in a very literal way, too: it listed on Euronext Paris in October 2021, not a US exchange, at an IPO price of EUR 18.5/share and a EUR 3.48 billion market cap.

The CLOUD Act point is independent of SecNumCloud status. A workload can sit on non-SecNumCloud-qualified OVHcloud infrastructure and still be outside CLOUD Act reach by virtue of the entity's incorporation. The two claims get conflated in vendor marketing more often than they should.

The EU Commission's EUR 180M Sovereign Cloud Contract and Real Government Workloads

The strongest evidence that OVHcloud's sovereignty story isn't just positioning: in April 2026, the European Commission selected a consortium of DEEP (POST Luxembourg), OVHcloud, and Clever Cloud to deliver sovereign cloud services to EU institutions, bodies, and agencies, under a framework capped at EUR 180 million over six years, per OVHcloud's own announcement. The selection was made against the European Commission's Cloud Sovereignty Framework, which the announcement describes as setting a high bar for strategic and legal control, European security and compliance, transparency over dependencies, and technological openness.

OVHcloud is also building out a dedicated high-security unit targeting European defense ministries for use cases like AI-augmented command and NATO interoperability, and several ministries have approached the company directly, per webhosting.today's coverage. That same coverage cites Gartner's forecast that European sovereign cloud IaaS spending will hit $12.6 billion in 2026, an 83% jump year over year, and nearly double again to $23.1 billion in 2027, when it's projected to overtake North American sovereign spending for the first time. OVHcloud reported H1 2026 revenue of about EUR 555 million with roughly 5% organic growth, alongside its sovereign-cloud push, per domain-b's coverage of the results.

None of that contract activity is scoped to the H100 rental SKU priced earlier in this post. It's real revenue and real government trust in OVHcloud as a company, which is worth something, but it doesn't retroactively make the Public Cloud GPU instance SecNumCloud-qualified. Keep those two facts separate when you're scoping a procurement decision.

OVHcloud vs Spheron: Cost at Equivalent H100 Configurations

Here's the direct comparison, pulled from Spheron's live pricing API on 27 July 2026, splitting every offer by instanceType before computing anything so a spot rate never gets mislabeled as on-demand.

Spheron's H100 PCIe on-demand floor of $2.01/hr per GPU undercuts OVHcloud's EUR 2.80/hr rate by roughly a third at current exchange rates. On A100, the gap widens further: OVHcloud's ~$3.07/hr per GPU sits well above Spheron's $1.48-1.82/hr range depending on whether you're on the SXM4 or PCIe config. OVHcloud doesn't currently list an H100 SXM5 or H100 NVL SKU on its public cloud platform, so there's no direct comparison point for either of those tiers.

Where OVHcloud Wins / Where Spheron Wins

OVHcloud wins on:

  • A hard requirement for non-US-incorporated infrastructure with no compliance qualification attached. If your only requirement is CLOUD Act avoidance, not a specific certification, OVHcloud's French incorporation covers that with a single, well-established provider.
  • Two decades of operational track record. OVHcloud runs over 500,000 servers across 46 data centers on four continents, per its own announcement of the EU Commission contract, which is a different risk profile from a newer neocloud.
  • A live, growing sovereign-cloud business to point to. The EUR 180M EU Commission contract and the defense-sector pipeline are evidence the sovereignty positioning has real institutional buyers behind it, not just marketing copy.

Spheron wins on:

  • Price, across every GPU tier we could compare. H100 PCIe, H100 SXM5, H100 NVL, and A100 all run cheaper on Spheron than OVHcloud's flat public cloud GPU rate.
  • Spot pricing. OVHcloud has no interruptible tier on its GPU instances. Spheron's H100 PCIe spot rate of $1.68/hr per GPU is roughly half of OVHcloud's on-demand H100 rate.
  • Region and provider breadth. OVHcloud's newer GPU generations sit in a single region. Spheron aggregates capacity from 5+ providers across a wider set of regions.
  • SXM5-class capacity. If your workload needs NVLink-connected multi-GPU nodes, OVHcloud's public cloud GPU catalog doesn't currently offer it; Spheron does.

When Sovereignty Requirements Outweigh Raw Price

If a workload genuinely can't leave French or EU jurisdiction under any circumstances, and the requirement stops at "no US-incorporated provider," OVHcloud clears that bar today, at a price premium of roughly 49-108% over Spheron's comparable on-demand rates depending on GPU tier (about 49-59% on H100 PCIe, and 69-108% on A100). That premium buys you a large, established European operator with real government contracts behind its sovereignty claims.

If the requirement goes further and specifically demands a SecNumCloud-qualified environment for the GPU workload itself, OVHcloud's current public cloud GPU instances don't clear that bar, full stop, and neither does any other GPU-rental provider we've reviewed for this series so far. That's a gap worth flagging to your compliance team before a procurement cycle starts, not after.
